Co-creation of the 3rd Open Government Action Plan of the City of Buenos Aires

The co-creation process of the 3rd Open Government Action Plan of the City of Buenos Aires has already started, with the participation of citizens, civil society, academia, the private sector and the three branches of government.

Since 2015 the City of Buenos Aires has been part of the Open Government Partnership (OGP). This international partnership aims to ensure the establishment of concrete commitments by governments in order to promote transparency, participation and government innovation. At the core of this initiative are open government action plans. So far, we have developed the City’s First Open Government Action Plan and the Second Open Government Action Plan, both co-created with strategic actors.

For the co-creation process of the Third Action Plan to 2023, we proposed to improve the quality of the collaborative process to make it more participatory and innovative. The main objective is to involve citizens, civil society organizations, academia, the private sector and governmental authorities to generate collective intelligence from their contributions. We seek to generate a plan that includes commitments that encompass all the principles of open government: transparency, participation, innovation, collaboration and accountability.

Therefore, until December 2023, we will carry out three instances of co-creation that were designed in the Open State Roundtable, to be held on the following dates:
- April to June 2021
- November to December 2021
- April to May 2022

Each instance will have three stages in which the different topics will be addressed: an open consultation with citizens, a co-creation roundtable with strategic actors and the validation of the new commitments to be taken by the participants and the involved areas of the Government of the City.
