Buenos Aires – Bogota joint initiative within the C40 framework: "Dialogue for Climate Action in Latin American Cities in the context of COVID-19”

Buenos Aires and Bogotá share the Regional Vice-Presidency of C40, the climate leadership group that brings together major cities around the world. Within this framework, they have committed themselves to working together to actively involve Latin American cities in the development of climate policies.
This common goal becomes particularly relevant in the context of the COVID-19 global pandemic: we have a historic opportunity to rebuild cities in a more resilient, sustainable and inclusive manner.
The initiative "Dialogue for Climate Action in Latin American Cities in the context of COVID-19" seeks to encourage cities in the region and C40 members to comply with their Climate Action Plans this 2020 and to bring Latin American cities that are not members of C40 closer to the global discussion and the best practices in climate action provided by the Network to assist them in the development of their climate change agendas.

Milestones:

  • July 2020:
    Launch of the initiative: virtual bilateral meeting between the head of Government of the City of Buenos Aires, Horacio Rodríguez Larreta, and the mayor of Bogotá, Claudia López Hernández.
  • October 2020:
    Virtual meeting between authorities responsible for the implementation of environmental and climate change agendas in Latin American cities.
  • November 2020:
    Virtual regional session, which will culminate in a meeting of mayors.

Copenhagen - Strategic Sector Cooperation

In the framework of the Strategic Sector Cooperation Initiative of the Ministry of Foreign Affairs of Denmark, the city of Buenos Aires and the city of Copenhagen signed, in October 2020, a Cooperation Agreement on a Joint Work Plan 2020-2023 in the field of sustainable development. The selected themes were, on the one hand, adaptation to climate change, focusing on the management of water resources and, on the other, mitigation of climate change, through energy efficiency in public buildings. Also, to facilitate the preparation and implementation of the work plans, a technical expert was appointed at the Danish Embassy in Buenos Aires.

Lima - Waste Wise Cities programme

Buenos Aires was invited by UN-Habitat to participate in the Waste Wise Cities Programme, which aims to help cities and local governments achieve the Sustainable Development Goals related to solid waste management, and the implementation of the New Urban Agenda. The programme focuses on four areas of action, including: waste data and monitoring; knowledge and good practice exchange; advocacy and education; and support to project financing and banking.
Within this framework, Buenos Aires was selected as a "City Supporter" to advise and share its knowledge and experience with the city of Lima (Changemaker City) on Urban Solid Waste Comprehensive Management.

C40 – Empowering Cities with Data

Green infrastructure (trees, green spaces, green roofs and walls) plays a key role in in climate change mitigation and adaptation. Together with C40, the Government of the City of Buenos Aires is developing a platform for the management of information on Urban Green Infrastructure, which will support the generation of public policies. LIt will also present the existing information on benefits and ecosystem services provided by urban green infrastructure (IVU) in CABA in relation to the regulation of high temperatures, the urban heat island phenomenon and the decrease in runoff after the impact of heavy rains. This project will allow data management, making it possible to make key estimates of CO2 capture, and at the same time, make this information available to different government agencies and interested external actors (citizens, academia, private sector and civil society).

French Development Agency (AFD) Technical assistance

In the current context, it is essential to rethink the mobility network and promote cycling as a central part of a new socio-urban ecosystem. The City of Buenos Aires applied to the Technical Expertise and Experience Exchange Fund of the Agence Française de Développement (AFD), and was selected to rethink and structure new mobility strategies based on new challenges and giving continuity to the public policies of mobility that are at the base of the sustainable development of the City. Within the framework of this assistance, lines of work in terms of new spatiality and social integration will also be explored.

Experiences and models in organic and inorganic waste management in the city of Buenos Aires and the Metropolitan Region of Santiago

With the support of the Argentine Fund for International Cooperation (FO.AR) of the Ministry of Foreign Affairs, International Trade and Worship of Argentina, and the Chilean Agency for International Development Cooperation, the city of Buenos Aires and the Metropolitan Region of Chile are working on a technical cooperation project to exchange knowledge and practices regarding structural (waste management and treatment) and non-structural (environmental education and promotion) measures for solid waste management.

Declaration of Buenos Aires: Open Government for climate action in local governments

The Declaration of Buenos Aires is a document that reaffirms the City's commitment for climate action in local governments. It was presented in October 2022, within the framework of the C40 World Summit of Mayors, and was signed by the Head of Government of the City of Buenos Aires, Horacio Rodríguez Larreta, Claudio Orrego, Governor of the Santiago Metropolitan Region; Ricardo Nunes, mayor of São Paulo; and Joy Belmonte, Mayor of Quezon City. This initiative is promoted together with the Open Government Alliance (OGP) and has the support of the ECLAC, also it is the first agreement between local governments to promote the opening of environmental information and citizen participation to mitigate the effects of climate change. The Declaration is based on the Escazú agreement, signed by national governments of the region in 2018, and the Aarhus Convention, and establishes a series of fundamental principles to make open government a tool for climate action. Among them are: multilateral collaboration and articulation between local governments, accountability for environmental governance, transparency, citizen participation and innovation to build alternatives to the challenges posed by the current climate context. The objective is to continue inviting cities in order to increase climate action at the local level in different parts of the world. So far the following have already joined: the Metropolitan Region of Santiago (Chile), São Paulo (Brazil), Quezón City (Philippines), Peñalolén (Chile), Shama (Ghana), Corrientes (Argentina), Asturias (Spain), Godoy Cruz (Argentina), 9 de Julio (Argentina), Crespo (Argentina), Santo Domingo de los Tsáchilas (Ecuador), London (England), Bragado (Argentina), Santiago de Cali (Colombia), Osasco (Brazil) and Olavarría (Argentina).
