The Greenhouse Gas Inventory is the most legitimate tool that the Government of the City of Buenos Aires has to design and monitor mitigation strategies. It is elaborated annually using the Protocol for Community-Scale Greenhouse Gas Emission Inventories (GPC).

Emissions by scope
Scope 1 – direct emissions.
Emissions from sources within the City: gas and other fuels consumption, transport within the City, waste disposed of within the City and others.
Scope 2 – indirect emissions.
Emissions from network energy consumption. They occur at the facility where the electricity is generated, within the City limits.
Scope 3 – other indirect emissions.
These are caused by the City's activities but are not controlled by it and/or occur outside its geographic boundaries: energy transmission, waste disposed of outside the City and others.

Based on the inventory results, the City designs its climate action plan and establishes the emission reduction targets.
